What Causes Pain In The Back And Arm After Brain Injury?

My brother in law has a brain injury that affects several things in his body to include his blood pressure. He is on BP meds but I dont know hat he takes. Anyway he called me this morning to see if he could borrow my Blood Pressure monitor. When I took his BP it was 166/112 and he said he has been up all night with back pain and pain in both his arms. I told him he needed to go to the ER ut his mother told him to wait for his doctors office to open in a couple of hours? Should he wait or go to the ER?
