What Causes Pain While Pulling The Foreskin Backwards?

I'm 14 and nowhere near fully developed i still have dry orgasms, i hope this is normal, but i think i might have frenulum breve because it hurts to pull my foreskin back more than 5mm and i'm wondering whether or not in time it will stretch and allow me to fully retract my foreskin?
