What Causes Painful Blister In Between The Toes?

second toe quite painful..on the inside of toe rubbing into big toe there is what looks like a blister but it is not and if you rub on it, it sends painful shock waves up through my foot??? It sits right on top of the side of the little bone of my toe..very strange
