What Causes Painful Bumps On Genital Area And Legs?

Hello, I have a rash in between my balls and leg/thigh I guess you could say, but I was wondering what type of rash is it, for it leaks out white liquid that smells like syrup and looks like milk. It is very painful and I cannot get up or walk without it burning. Can you please help me figure out what it is?
