What Causes Painful Muscle Spasms In Arms?

I have been having problems with my arms going into spasms, Like a Charlie Horse. when this happens my whole arm and hands draw up and after a while it will finally release. It is very painful . I had neck surgery a couple years back. Also have had Shots in my neck
