What Causes Painful Rash On Inner Thighs?

I have rash sort of on the inside of my thigh (the right side of my penis where my scrotum starts) and it doesnt it but it mildy hurts when i touch it and it smells dank, like a girl that doesnt smell bad but doesnt use douches. how do i fix it? i took a bath earlier and scrubbed at it, mind you i dont bathe very often and ive never had an odor issue. is it just one of those things where i need to keep clean and leave it alone? or it is different?
