What Causes Painful Red Bumps On Arms And Upper Chest Post Chemotherapy?

My husband just finished Taxotere chemotherapy for advanced prostate cancer. His arms, neck and upper chest are covered with a painful rash of red bumps. Some are painful. The Oncologist told him to put lotion on it after showering. Is there anything else he should be doing? Or something else that would help it to heal?
