What Causes Painful, Red Sores On Penis Head?

Hi, my brother is getting these red looking sores on the head of his penis. They are very painful to him. he says the seem to occur after sex or the day after. His girlfreind does not have a STD or anything like that. What is going on with him and what he can do to fix this issue?
