What Causes Painful Swollen Vein On Foot?

I have an area on my left heal that continually is rubbed by work boots, when I touch the area, I can feel what seems to be a vein that is swollen and kind of feels like when you hit your funny bone when it moves. It is warm and throbbing and hurts really bad when bumped or rubbed, any ideas of what this could be?
