What Causes Painful Toenail Dry Skin With Lumps, Swelling And Blisters?

I've had really dry skin surrounding the nail on my big toe for a while now. Last night I noticed the presence of little red bumps, only around the nail of my toe. My toe is swollen and it sort of resembles the start of a blister all the way around my nail. It doesn't itch, but is painful when I put pressure on my toe. It's not on the bottom side of my toe, just surrounding it. What could this be?
