What Causes Painless Lump On Inner Bicep?

I have a very small lump on my inner right bicep. Not painful but tender if pushed on too hard. Just noticed it when scratching my arm. There's no redness and it isn't really swollen at all, it's about the size of a single pea. What is it most likely?
