What Causes Pale Spots On The Fingertips?

I am a white male. On my fingertips, there are pale spots that take over all of my fingertips. Also, on certain parts of my arms and hands, there are very small pale spots. And on my ankles and kneecaps, there are the same pale spots, only a little larger than the others. It actually looks like someone took a paint brush and painted certain parts of my skin lighter than others. I even have pale spots on the skin on my penis. Any idea what this is, and how I can treat it? I don't have medical insurance yet, or else I would've seen a dermatologist already.
