What Causes Patch Of Blisters On Thigh?

Over the course of about ten years I ve had a patch of tiny blisters clustered together come up on my thigh or foot. It comes stays for around a week and goes away. It will stay gone anywhere from a few months to almost two years. It reminds me a LOT of a giant fever blister.
