What Causes Patchy Skin On Penis And Foreskin That Peel Upon Scratching?

Basically im am a 19 year old male student. On the inside of my foreskin for a little bit and the head of my penis i have a patchy shiny thing white layer of skin when when scratched sometimes comes off. Is this dead skin as its happened a couple of times or a possible std i have not had unprotected sex.
