What Causes Peeling Of Skin At The Ear Piercing?

Hi Dr. this question is more for a friend of mine. She had this pair of earrings that she had no problems wearing on and off. But one day when she wore them, her ears (around the holes for the earrings) got infected and her doctor gave her medication (I don't know what). However, after it "healed", she still could not put on earrings because the skin there is peeling. Her doctor gave her antibiotics to apply every night, but the problem is still there and it's almost coming to a year. Is there any way to cure it for good?
