What Causes Penile Rashes And Tingling Sensation While Passing Urine?

I have had a rash on my penis for at least 3 to 5 years. At first, it was a small amount but over the years it has increased somewhat. On very random occassions when I urinate, theres a bit a tingling feel. At the same time, theres no irritation. What might this be?
