What Causes Penis Lumps With Rough Skin?

Good Morning Dr.

I'm now working in Saudi. I have some health problems. I have bubbles around the penis 1 year before 1 day i twist my finger nail. after 2 days my penis skin very rough and look like ring shape. after my red blood cells down & my weight also goes very low.

Can we cure this disease.
