What Causes Penis To Be Pointed Even Without Erection?

hi, my penis is always pointed when i dont have an erection. i am very conscious about it as you can see it no matter what pant i wear I no matter jocks i wear. I want to know what this means about my penis? and is there anything I can do to make it stop pointing?
