What Causes Persistent Blockage In Nostril And Redness In Eyes?

Dear Doctor,
I regularly have nose block and watery nose problem.One of my nostrils is almost always blocked. My eyes also get red because of this at the height of it. And if its not too serious then also my nose is (moist) wet from inside. It comes back after 2-3 months of medication from general prescriptions of cold.
A good doctor had said that I have problem with too much humidity and as I live on the coastal area, the problem is very high. And recommended me to go inland and settle at a location at least 300kms away from sea.
Another doctor also said that the problem is due to the overgrown bone of nose.
The problem is that I cannot move away form my place currently and I have to cope up with this problem.

So my question is how do I avoid this problem. Besides this I am very healthy person. Please suggest any exercise and medicine for avoiding it.
