What Causes Persistent Congestion In Sinus With Eustachian Tube Dysfunction?

I have had sinus congestion since I was 18 and I am 34 now.
I also have allergies. I used Zyrtec / Claritin but it never cleared me up since it wasn't with decongestant. I started finally taking Pseudoephedrine 15mg a day then worked way up to 30mg a day and finally today I took 60mg, its been about a week. I'm still congested. I also have eustacian tube dysfunction. Due to alleries / sinuses..How long before this Pseudoephedrine gets me completely decongested?
