What Causes Persistent Cough With Breathlessness?

my husband has had a persistent cough for the past 3 weeks and its wearing him out. He has had bloods done and it is looking bacterial. Especially in the morning he coughs so much he can t breath. He is on antibiotics but nothing is happening and no cough medicines etc seems to help to supress it.
