What Causes Persistent Sore Throat Despite Taking Penicillin?

my 25 year old son has had a sore throat (back of throat) for about 2 weeks tries enicillin no help then kflex no help went to urgent care they gave him a drink of a steroid and flonase no help but no culture was taken could he still have strep or mono/
