What Causes Pigmentation On Face And Neck?

hi sir.my face and neck had became black.doctor said it is bacause of pigmentation.he had done carbon pill treatment and i had paid 6000 for him but i didnt get better result.after that iam using MMS cream eventhough it is not cured,pls suggest me what i have to do..
