What Causes Pimple On Neck?

I have what looks like a pimple on my neck, corresponding to where my throat is under the skin. It seems to have a dot/opening and is black inside. It is tiny and looks like a blackhead pimple, but I have had it for close to a year and nothing makes it change shape or size, including acne medication. What should I do?
