What Causes Pimples On The Penis And Testicles?

Hi, for some years i have had smal goosevump like dimples on my penis and testicles. these cause no harm and there is no itching etc. i did go to my gp about this a few years ago and she said that this was normal and that they were just spots and that everyone got spots everywhere etc. however as this was some years ago and they have still not gone i am suspecting that there is more to it than she suggested and that this is not normal. if it is normal how can i get rid of them and if it isn't normal what is it and what should i do about it?
