What Causes Pin Prick Marks On Tummy And Bluish Lips In Babies?

My daughter is 18 months and has red pin prick marks on tummy.. lips kinda a blue tint, wont eat, will only drink water. threw up 6 times on wed night but nothing since then. Still poops, urine .. What coudl teh issue be the walk in clinic told me to go home shes fine just a rash. but the lips are tinted bluish purple.and shes very tired
