What Causes Prolonged Runny Nose And Cough In A Toddler?

My 2 year old daughter has had a runny nose and cough since Christmas and has been to the doctor 5 times since then. The doctor has told us that it s just a bug, that she has ear infections that caused the cough to come back, that she has a cold, then that she may have a respiratory infection, and today she was told that it could be allergies or asthma. My daughter has been on many types of medication and nothing is working. Should I consult another doctor?
