What Causes Prominent Veins Extending From Arm To Armpit Post Meth Intake?

Someone missed the vein while shooting meth,the lump and pain developed over the course.of a few hrs. Now there is an aching all the way up into.armpit and theres red lines going from.the injection.site up the inside of the arm twards the armpit and heart,what should be done?
