What Causes Pubic Hairs On The Scrotum Of An Infant?

Hi there, I have an otherwise happy healthy 12 week old baby boy but i have noticed that he has a few pubic hairs on his scrotum. Definitely coarse and dark, not fair. My GP said she thought it was nothing to worry about but I am keen for a second opinion. Thank you.
