What Causes Purple Bump On The Underside Of Penis?

I found a small purple bump on the underside of my penis and it is painless. It is rounded and a little less than a centimeter wide and sticks out about a fourth of a centimeter. I am not sexually active and have not masturbated in a while now. I noticed it 2 days ago. Please help?
