What Causes Pus Filled Lumps On The Face?

I have been getting these intense "zits" on my face but they arent normal and they dont ever come to a head and then while healing they keep opening up and instead of drying out they build up gunky stuff and it hardens but after that dries those are extremely easy to peel off which isnt normal. could this be an infection?
I'm a female 19 normally very healthy
