What Causes Quarter Sized Red Bump On Back?

my brother has this almost quarter sized red bump on his back. he says it dont hurt but is itchy from time to time and very small amounts of blood are starting to leak from it and the hospital would'nt touch it because they said it was around my veins or something or maybe a blood vessel, what could it be and is it dangerous?
