What Causes Radiating Pain From Back Of Neck To Legs With Fever?

My husband has had sudden onset of severe pain in the back of his neck, rib cage and down the back of both legs. He has a slight fever (99.6) and is very tired and a little short of breath. Should I let this run its course or bring him to the E.R.? He s 67 and diabetic.
