What Causes Raise In Pulse Level And Swelling Of Feet?

My dad just had a blood pressure of 130/80 and his pulse was 138. The pulse is super high and he wasnt doing anything other than cooking. Also, he said his feet and wrists swelled up and then I came home to him asleep and he woke up and couldnt remember what happened. Should he go see a doctor asap? What could be wrong?
