What Causes Rash And Blotchy Skin On Chest And Arm?

About thirty mintues a go my chest broke out in what look like a rash then a few seconds after, the same thing started to happen to my left arm the rash or whatever it is, is hot and warm to the touch it feel like a sunburn and it is also blotchy. i have no idea what to do
