What Causes Rash Inside Calf?

My son is 9 years old and has a rash on the inside of his right calf. He said there is no itching or pain, and I inspected him to make sure it was not any where else on his body. The rash is about 3 inches in diameter and consists of 7-8 small blotchy red spots which are slightly raised.What could this be?
