What Causes Rashes All Over Body And Swelling On Face?

hello i have a daughter that is 14 months old. she has a rash all over her body since earlier this morning but she has the symptoms of scarlet fever but she has no temprature . can you please tell me is it possible to have it without a fever?? she is in a great mood aswell.her face is also swelled and she is a bit hot too. thank you
