What Causes Rashes And Inflammation On Fore Skin?

From last three years i have small rashes and inflammation on my fore skin.I have undergone different mediactaion and treatment : anti fungal,anti bacterial ,anti viral.Tests were made for Herpes antibody in blood,Candida infectionets.Since there was no cure of my roblem i went for circumcision on Apr-2011.But i am getting rashes again on remaining fore skin just below the enis head.Small inflammation is there.What should i do now?
