What Causes Rashes And Itchiness In Penis Skin With White Discharge?

Hello I have itching problem underneath of the Pennis skin and rashes in the red part with white liquid. Sometimes it will become red and I see red spots on the pennis. I suspect as there might be due an infection. though I clean it every time when I urine. while doing bath I keep soap and shaving alam wash it neatly.
