What Causes Rashes And Red Itchy Dots Under Eye?

I have a kind of rash, red itchy dots under my eye and on the side of my face just from my nostil towards my lip. I have been perscirbed a 1 percent hydrocortizone cream which seems to help temporaraly but is not really working. I am now on the third week of a 3wk course of antibiotic which has inproved it but now it has come back the same again and I only have 5 days of tablets left to take
