What Causes Rashes And Swelling In Neck And Congested Nose?

I have a rash on both sides of my neck only along the base and only on the sides towards the front. I also have swelling on the front sides of my neck in the form of 2 bulges. In addition my nose is contanstly stuffed up with either nostril effected but most both are.
