What Causes Rashes During Viral Infections?

I have a daycare child that left on Monday with a high temp of 103 and I t broke on Tuesday. Today he arrived and his mom says doctor says that the rash he has on his torso is okay because it is just viral. Two questions: can viral be contagious and what could that rash be. The mother says whenever he gets hot it get worst.
