What Causes Rashes On Arms And Thighs?

My friend has a pinkish-purplish lace pattern under her skin on her arms and thighs with a burning sensation as if she had a sunburn. She has seen several dermatologists with no answer. It doesn t look like a skin problem to me. She has had this for quite some time.
