What Causes Rashes On Back And Elbows With Slight Numbness In Arms?

I m a 26 yr old male and have just moved to Fl and have developed a rash on my back and inside my elbows. My right arm also feels a little numb at times. I have been in the sun and pool. I also pulled weeds out of a shrubbery. I am allergic to poison ivy and it is somewhat similar. What can I do for the discomfort?
