What Causes Rashes On Buttocks And Vagina?

My daughter has a rash all on her bottom and girly parts as well as on her feet and the back of her legs. They are raised bumps and a few look as though they are infected. I took her to the doctors before and I was told that it was a heat rash, but this looks worse than in the past.
