What Causes Rashes On Hand And Neck?

Hi I have rashes that appeared on my hand last week, today again I notice the same kind of rashes on my neck. They look like the size of a pain pause that usually appear on the face accept that they itch. They are located few inches away from each other. I have counted about 10 on my hand and 8 on my neck,
