What Causes Rashes On Hands,arm And Chest Despite Taking Prednisone?

I have a rash that started n my hands and moved up my arm also on my face and chest. It went away after take prednisone but not long after I stopped it came back. I have had biopsies done that came up with nothing and have had blood work done to rule out any major immune deficiency. Any thought?
