What Causes Rashes On Penis And Pain During Retraction Of Foreskin?

dis s selva from chennai/india...am 22/male..working for a corporate in chennai!!..have a question for u!!i always wear branded underwear and finely washed clothes..take bath twice..still i find rashes on my penis..when i pull my skin in...oh my god...it pains like hell...never had sex before still a virgin..i do masturbate...but upto my knowledge masturbation is not gonna cause me dis problem...(if am not wrong)...also since ive never had sex before..im juz worried if am fit for a perfect sex..cos when my penis gets excited it stands erect at 90 degress touching my stomach..it seems like dis s hyper erectile dysfunction...shld i get operated for dis??also when my penis get excited my foreskin doesnt get back automatically...i manually do that..how dangerous is dis problem???
