What Causes Rashes On The Arms And Neck?

I have rashes on the inside of both of my arms and also on my neck. They itch pretty bad and they keep disappearing and reappearing. I've been to an allergy specialist and they performed a skin test, but I wasn't allergic to anything. I don't know what they could be coming from.
