What Causes Rashes On The Body?

My husband is 30 y/o and type 1 diabetic. He woke up with a skin rash over his entire body that looks like hives but is not itchy. He has a temp of 101. He took benedryl but it doesn't look like it is doing much. I want him to go the dr but he said its just an allergy. Help?
